PROPOSED DEFINITIONS FOR LODGE AND SOCIAL HALL USES AND PROPOSED CONDITIONS FOR THE APPROVAL OF SOCIAL HALLS

Current Proposal

The proposal forwarded to the Council by the Planning Commission
provides new definitions to the terms “Lodge” and “Social Hall” and
provides conditions for the approval of the Social Hall use in the C-1, C-2,
and C-3 zones. The changes would amend section 15-2-13: “L”
Definitions; section 15-2-20: “S” Definitions; and section 15-35-5.L:
Uses, L. The proposed amendments are as follows:

Definitions

Lodge: A building used by a local chapter of a national fraternal
beneficiary society or domestic fraternal society for
meetings and activities associated with the organization
and its programs.

Social Hall: A for-profit privately owned, multi-use indoor space that
provides for a variety of private and public functions such
as banquets, parties, games, social gatherings,
entertainment, lectures and receptions.


Conditions of Approval for Social Halls as a permitted use in the C-1, C-2,
and C-3 zones:


1. The social hall in a C-1 zone has a maximum size of 2,400 square feet
and in a C-2 and C-3 zone 4,000 square feet.
2. The facility is opened for business at least five days per week with a
maximum of two days per week allowed to have live music or music
with dancing open to the public.
3. The use shall not be open after 10 p.m. or before 8 a.m. Sunday
through Thursday and after midnight or before 8 a.m. Friday and
Saturday.
4. No alcohol is permitted in the building or the property unless a special
event license is issued for a private function.
5. The use has games, social areas, programs or other activities available
for use during the hours of operation but not a sufficient number of
devices to be an arcade or pool hall.
6. The use for private functions does not allow for ticket sales to the
function.
