Open Letter From Dean Martinez to Scott Schwebke

Scott,

This will be my last comment about my situation with the city. I’m responding to your articles in yesterday’s paper. It’s time for me to move on.

As I discussed with you on the phone, the administration put Ron Ball up to his comments. There is no way he could have made those comments without the blessing of the administration. Ron had been hinting to me about this criminal stuff since December when the administration and he began working together in their attempt to discredit my allegations.

It does not make sense that the mayor had nothing to do with the decision to keep Scott Brown on board despite the several harassment allegations against him and the pornography found on Scott’s computer. The mayor had a duty to know about those allegations. Furthermore, one of the alleged victims has stated that the mayor went to her house to ask her to come back to Ogden after she quit because of Scott’s harassment. The mayor was clearly involved. His cronies will do nothing without his blessing; he’s the ultimate micromanager. They will eagerly take the bullet for him.

It appears that Ron was pressured into reversing his support for my pay inequity claim. Ron went from calling Mark Johnson a racist to apologizing for his (Ron’s) role in the allegations despite the documentation that substantiates the alleged discrimination.

Mr. Brown has gotten off Scott-free after harassment complaints have been filed against him. On the other hand, an accountant was fired when the same type investigation that found porn on Scott’s computer found porn on the accountant’s computer.

Most employees know Scott Brown has carte blanche to say whatever he wants and to do whatever he wants to whomever he wants. This is a source of great frustration to the good directors like George Benford. A majority of the people in Scott’s group are also frustrated with Scott’s preferential treatment, in spite of his misbehavior, because they know he is protected by the mayor. Gary Williams has called Scott untouchable.

Ron is doing what he’s being told to do to keep his job. It’s unfortunate that these guys feel they have to use a minority as a pawn to attempt to discredit Councilman Garcia and me. I sincerely hope that the councilman does not allow these unsubstantiated antics to stop him from whipping the mayor’s butt if he does decide to run in next election; and I pray he does. Minorities in Ogden need a mayor who cares about addressing their concerns. The mayor says he cares because he learned how to speak Spanish, but he doesn’t show he cares by his action. While I would never accept another Ogden City job, I certainly think that Councilman Garcia would represent the interest of the citizens of Ogden significantly more than a mayor who refuses to accept responsibility for the conduct of his subordinates. Just as the mayor gets credit for his work using these people to develop Ogden, he needs to take responsibility for the conduct of employees like Scott.

During my time in the city, I did spend more time with Councilman Garcia than with any of the other council members. Most of that had to do with our commitment to the minority community and working to be a voice for minorities in Ogden. Councilman Garcia is one of the most humble and dedicated public servants I know. Despite what the mayor thinks, the mayor needs a sound opposing point of view. I think these leaders complement each other because they represent different interests.

To my knowledge, it’s not illegal to take work home. If it is, then I’ve violated the law for the two years that I was with the city because I took work home the whole two years; even when I was on vacation. When asked about the HR Investigative files, I told Gary they were still at home and I turned them over to him when he followed me home. I did not report the file missing or stolen, and to my knowledge, no one else did either. When they were missing from my office, I quizzed my staff about them and my staff located them the very next day.

To my knowledge, Councilman Garcia knew nothing about the Scott Brown pornography or harassment complaints until I told him so in a memo I also shared with Bill Cook and Gary Williams. Little Napoleon on the other hand, knew about them and chose not to do anything. While he can sit back and blame his generals, the buck stops in his office on the 9th floor.
